Drug companies and heath insurance providers are beginning to talk about a startlingly new arrangement…one in which drug companies only get paid for a treatment if it works as planned. Discussion on this “pay-for-performance” plan is the result of a whole new generation of costly cancer drugs that are more precise and promise more dramatic results, but in cases aren’t living up to their claims.     In a ground-breaking agreement finalized early last year, the manufacturer of Velcade…a drug for a type of blood cancer…said it would reimburse the UK’s publicly-funded health agencies if its treatments didn’t work as planned.
